Public Notice: Section 504 of the Rehabilitation Act of 1973

Section 504 of the Rehabilitation Act of 1973 is a federal law that is designed to prevent discrimination on the basis of disability in programs or activities receiving federal financial assistance from the U.S. Department of Education. The Act states:

No otherwise qualified individual with a disability in the United States …shall, solely by reason of his or her disability, be excluded from the participation in, be denied the benefit of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.

Under Section 504 the District has a responsibility to identification, evaluation, eligibility determination, and educational placement. A child is protected under Section 504 if the child:

  1. Has a physical or mental impairment which substantially limits one or more life activities;
  2. Has a record of such impairment; or
  3. Is regarded as having such an impairment 

The School District of University City has developed a 504 Procedures Manual for the implementation of Section 504 of the Rehabilitation Act of 1973. This manual is available for public review in the Office of the Superintendent of Schools during regular school hours on days the district is in session.
